What about a credit card citizens can get, with kickbacks to transportation projects? There are already cards out there like this for the Democratic Party and for local school fundraising.

Nice idea. WMATA does have a credit card available from Citibank, but I'm not sure if any of the money ends up back in WMATAs hands.
