If you're going to build a bus depot...
You're going to need a few services. Bus riders appreciate things like bathrooms, vending machines and pay phones. Those who are arriving from out of town, by definition without cars and by stereotype without much money, may want to catch a local bus to their final destination. Those who depart from the bus station may not want to spend more on a cab to get to the station than they would for an intercity bus trip. Therefore, it should go without saying that building an intercity bus terminal in a major city far from local public transit connections is beyond stupid.

Yes, ideally the main intercity bus terminal should be across the road from a/the main intercity train station, which should also have an metro station beneath it and a major stop for local buses outside it. London Victoria fits the bill pretty well. Sydney Central fits the bill perfectly too (with lots of money having been spent recently on upgrading the facilities at both the intercity and local bus terminals), as do terminals in lots of cities. To not do it this way requires an impressive level of stupidity.
If there's one thing about Baltimore you can charachterize as "impressive"...
