It makes more sense once you note some of the points in the article. The main guy is a retired U of MN professor, and Duluth is just a couple hours up the road from the Twin Cities. Duluth's economy hasn't been the greatest for a while, either, so the manufacturing element is probably fairly attractive to them.
Plus Duluth is just funky enough to be attracted to something like PRT.
But I'm sure at least a few Duluthians would be happy to have people continue to rank it below W VA so they can enjoy Lake Superior that much more without all the crowds. ;>
